I don't know for sure, but I read up on the Michigan and PA procedures.
In Michigan he has 7 days from the date of filing a request for recount to contest the recount. If it were me, I would say it was frivolous because she has no chance to win and should be denied on that basis alone. Also she is acting a a proxy for Hillary and that should not be allowed.
The Board then has up to 5 days to either accept objections or overrule them. If they are overruled, the earliest a recount can start is 2 days after that.
If the Board rules instantly, it is 9 days until a recount starts. That would put the start at Dec 7 or 8 with an absolute deadline of Dec 13 for finishing. I don't think that is enough time.
Now, the election officials can "cheat" by starting the recount earlier, or by making preparations for it. If I were making the decision, I would go to court to get an order preventing any preparation for the recount until the Board has ruled.
