I think they were really shocked by the fact that Trump actually won, and had no plan in place hence, the two week delay in pursuing this recount thing. It is step one
That gave them enough time to develop the plan. I don’t know what it is, but it is something ugly.
They know that if they lose power, it is checkmate for them, and they will stop at nothing to stay in power. They are desperate, and running out of time

They can definitely manufacture more than enough extra votes to flip all three states. More than likely they’re already laying on the floor in the vaults ready for a recount.
IMO, they want this to go to court where they’ll rule for satan’s daughter.
