How come so many news organizations still say MI is too close to call?

Here is info on that from The Michigan Secretary of State, Department of state. The bottom portion shows the totals they will be submitting for certification on the 28th and why the some media organizations have decided not to call it for him.

My guess why they don’t want to call it for him is because that brings him up to 306 EV and that makes Clinton look weaker with 232. In other words they are doing it for optics as Trump got more votes than Clinton on election night.
I noticed that too. Too painful for them to say that Trump won Michigan.
