Isn’t there a requirement that the election must be certified by the secretary of state before a recount can be requested? If that is the case, then Mr. Trump would have been certified as the winner and if the recount is not completed before the date of the Electoral College vote, his electors would have standing to appear and vote. Their vote could be challenged but it would then be up to the House of Representatives to decide whether to accept the votes or not. Since Mr. Trump has reconciled with the House Leadership, his case would likely be considered favorably.
I wish I could find an analysis by someone that knows all the rules summed up somewhere, but I saw one from Wisconsin that said if the count wasn’t done by Dec 13, the State Represents could extend the recount, not sure if true for all the states.
