I have never watched videos of Stein speaking before so have nothing to compare those videos to, but I have to agree with you that there is some over-the-top, excessive blinking going on. I am not sure what that means in this case, but I have read that excessive blinking outside of medical causes is an indication of stress and anxiety.
From what I’ve read, yes, it’s indicative of stress/anxiety and possibly lying.
