If these three states’ electors can’t vote, or there are competing slates of electoral votes presented to Congress and there is a deadlock for some reason (nobody has 270), Trump wins in the House of Representatives. I don’t understand this.
Trump doez not necessarily win in the house of representatives. They can choose Bush or Romney or some other establishment republican
