they only need to ‘flip’ votes, not make up the spread. 306-268= 38. PA, MI, and WI cover this.Only if they flip to Hillary. Not if they go to Stein. Which they can't possibly, but good grief, Stein is the one who wants a recount!

Here you go - the official process for the recount. Everything has to be done by Dec. 13th to all Electoral votes on the 19th. After the recount, a candidate has 5 days to file an objection to the results. This will be interesting to say the least. Assuming WI doesn't change, then that will solidify Trump's win. Period.
