Is this possible, to recount in three states, and have the delay screw up the EC vote for those three states?
No. If the re-count cannot be completed by the certification deadline imposed by the constitution, the state legislature is empowered to assign the state's electoral vote to the candidate of its choice.
Since both houses of the legislature in all three states are in Republican hands, Trump will not be denied any EVs.
When the electoral college meets on December 19, the electors from Wisconsin, Michigan and Pennsylvania will be able to cast their state's vote or Trump.
