Wisconsin could be at risk of missing a Dec. 13 deadline to certify its 10 electoral votes if clerks can't complete an expected recount by then.
Hitting the deadline could be particularly tricky if Green Party presidential nominee Jill Stein is able to force the recount to be conducted by hand, Wisconsin's top election official said.
Stein who received just 1% of the vote in Wisconsin has promised to file for a recount by Friday's 5 p.m. deadline in Wisconsin. She is also planning to ask for recounts in Michigan and Pennsylvania, which have deadlines next week.
A federal "safe harbor" law requires states to complete presidential recounts within 35 days of the election to ensure their electoral votes are counted. This year, that's Dec. 13.
Stein is making her move for a recount as liberals raised fears about hacked voting machines. Election officials say they are unaware of any problem with Wisconsin's vote tally.
Republican Donald Trump edged out Democrat Hillary Clinton in Wisconsin, becoming the first GOP presidential candidate to win Wisconsin since 1984. Clinton lost by some 27,000 votes out of nearly 3 million cast.
Wisconsin law allows any candidate to seek a recount. The candidate has to pay if he or she lost by more than 0.25%.
Stein's campaign says it has raised more than $5 million this week for its recount efforts and estimates the Wisconsin recount will cost $1.1 million.
Meanwhile, independent candidate Roque "Rocky" De La Fuente said he formally asked for a recount on Friday. State election officials said they had not yet received the request from De La Fuente, who got 1,500 votes in the Nov. 8 election.

Just went thru the Wisconsin recount manual.
1) They can use machine tabulators, in the absence of a court order requiring hand count.
2) All candidates must be informed of a recount and all are permitted to object to the recount and can provide evidence concerning the objection. (Such as Stein can’t win)
3) A danger I see . . . rejected absentee ballots and provisional ballots are re-examined to see if they should be included. Those that were included are NOT re-examined to see if they should be rejected.
If they wanted Hillary to win the best thing to do would have been to get behind her and campaign for her instead of against her
Hopefully this all means Trump doesn’t feel the need to be magnanimous
So if someone only won 1 vote and had no chance in hell to overturn the election could request a full recount as long as they paid the fees.
Should the re-count delay the vote tally beyond the date that is constitutionally specified for certification, the state legislature is empowered to assign the state's electors to whichever candidate they wish.
Recall that, in 2000, the Florida legislature was preparing to do their constitutional duty when the SCOTUS decision that essentially ended Gore v Bush came down.
1. If the state legislatures act, Trump will not be denied any EV.
2. In all three states, Republicans control both houses of the legislature.
So what happens if WI misses their deadline for count certification? Maybe this is the goal, so no winner can have WI because they missed the deadline?
Wow, this is the goal. If WI misses their deadline, their 10 electoral votes would be void.
If the proposed Wisconsin recount is not completed on time, the states 10 Electoral College votes could be rendered void. In that scenario, Trump would be left with 296 electoral votes, which is still 26 more than the 270 needed to win the presidency.
Will check to see if MI and PA has this as well.
If WI can’t do the recount by Dec 13th, their electoral vote of 10 will be voided and not counted, meaning Trump would lose 10. This rule probably exists for MI and PA as well. If deadlines are missed, all the electoral votes will be voided for those states.

The fee can’t be paid until the cost is calculated.
The state is still calculating what the cost will be.
Trump just hired this guy who is an election law expert - Donald McGahn - White House Counsel and Assistant to the President.
Trump knew it was coming. He’ll be prepared.
Not sure what happens if the recount can’t be completed by Dec. 13. Hopefully, it will just default back to the original election certification.
Bush won Florida because there was no way they could recount the whole state in time for the certification date
7-2 decision said they had to do the whole state
5-2 decision said they had to do it by certification date which was impossible
Then the Rats can default to the "selected, not elected" meme. Rats can't win this. All they can do is delegitimize.
The last thing they want is for the recounts to proceed quickly and smoothly, with the same result as before. They want for either the courts or the legislatures to step in.
