Sec of State in WI, PA, and MI are all Dems. SoS certifies the election results. Do they dare certify in favor of Hillary if vote count is not finished? Do they not certify anything, which means there are no electors from the states?
Perhaps the Hillary end game is to deny enough electoral votes, take it to the new House of Representatives, and make the case to the American people that she had two million more votes and Trump did not get the electors necessary.
This is more than to just delegitimize his victory. It is to try to steal it.
