My educated guess... The notes are info. for a near future meeting between TRUMP and Cuban. Part of Trump’s strategy to co-opt the opposition.

Why not - it just means he will have a reliable transcript of whatever Cuban was trying to sell. Taking notes doesn’t always make one the steno.
