The US Federal government has zero responsibility for slavery. No Federal law authorized or imposed it on anyone. The slave states are the ones responsible. So they are the ones which would owe reparations, if any valid claimants still live.

Not to put too fine a point on this, but the U.S. Constitution provided for slavery. The word “slavery” does not appear in the text, but that is what was meant by the term “held to service” as well as the reference to “three fifths of all other persons.”

Then there is the Declaration of Independence.
