the guy is a doctor not an administrator. appointing him to head a cabinet department is not playing to his talents and is setting him up for failure.

To be an administrator doesn’t really require talent. It’s basically a glorified secretary, as far as I can tell.

No, he was chairman of the surgery department. He has admin background.

Administrative experience is not necessary for a Cabinet-level official. It might even be detrimental. Cabinet Secretaries have staffs to handle that — and their departments employ thousands of administrators.
