I have a feeling he didn't want to be surgeon general of the US. Which is the logical first choice Trump offered. That is my guess though.

I got an email a few days ago from him regarding his plan to continue his work with My Faith Votes. Sounds like he truly believes he can better serve conservative voter values from this organization. He is a wise man who searches for God’s will in his life. I sometimes think he is too good to suffer any more humiliations and attacks on his character which would be part of a high profile appointment in government.
