What happened when Jimmy Carter gave a blanket pardon to Vietnam era draft evaders?? Did that clear them or did they still have legal issues after that?

They were fine. They got pardoned for dodging the Vietnam War draft. There was no continuing war, so they committed no new crimes.

Draft evasion at the time was a criminal act, even subject to potential court martial. That's how they could be pardoned (a criminal act).

Foreigner's here illegally is not considered a criminal act, but rather, a civil crime.

Therefore, how could a President of the U.S. issue a blanket pardon to foreigners (non citizens) who are committing a civil crime?
