Hell no. He’s too much of a wuss to do what needs to be done.

I get it that Rudy somehow wants to become Secretary of State, but he belongs in Attorney General role, doing the hard work of cleaning out the Justice Department, FBI, intelligence, political corruption at the IRS, etc.
Trump being something of a newbie in at the presidential level doesn’t really need someone with no experience in as Secretary of State.
I suspect you’re right. I want an AG with six inch fangs, to corral the Left once and for all.
