What personal experience does Dr. Carson have with regard to living in the inner city. For example, about 15 years ago Washington, DC enacted something called a Basic Business License. One of the requirements is that you have to swear you don’t owe the city more that $100. Since even something so minor as a parking ticket can result in fines of over $100, which people frequently choose to fight in court, one can spend months or even years fighting unfair tax, business, or motor vehicle fines/costs. A black man I know who sponsors several street vending stands was told he couldn’t get his licenses renewed because he owed $1,000 from ten years previously. Since he could not find the tax record of his payment, he had to repay $1,000 to maintain his license. The list of unfair application and passing of laws is unbelievable, and that in a city that is Democrat and “pro black.”
