While the EPA is arguably a good idea, it was wrongly established without the required consent of the Contitutions Article V state supermajority.
And corrupt Congress is wrongly letting non-elected EPA bureaucrats get away with stealing 10th Amendment-protected state powers to burden citizens with regulations that the feds have no express constitutional authority to make.
I cannot think of any argument that can establish that a centralized “environmental protection agency” a good idea, WADR. Or even a decentralized one.
