If they rebuilt the temple, wouldn’t they have to knock down that dome thing that stands there now?
One plan I've seen has it built AROUND the Dome of the Rock (which is NOT a mosque). Of course if it is indeed determined that the stone inside is the Foundation Stone, that will need to be re-taken for Temple sacrifices, etc.
