I'd imagine it's also a custom carried over in the Commonwealth countries et al .. pretty sure the Aussies do the same.

Funny story about that. From the book "Gestures" by Desmond Morris, Peter Collett, Peter Marsh and Marie O'Shaughnessy:

Early in his career, Churchill used the palm-in two-fingered gesture for "Victory" until a staff member politely told him its actual meaning, at which point he reversed it.
