Unless the driver stopped, I don't think anyone had it together to grab a plate number, so it'll be on his conscience.

Looks like to me on the video that the driver came to a stop a few hundred feet up the road.

I agree, academically ... but I HAVE been in accidents and there is a noise embedded in your brain you never lose.

Kind'a like the smell of burning mattress ... there's only one and if you smell it again after 50 years you say, yup ... burning mattress.

I will pray the driver is dealt with rationally by the cops and courts if he DOES turn himself in.

College kids are stoopid these days and hillary college kids still have prehensile tails .... which MAY be a slam to all primates.
