San Francisco is already trying g to figure out how much money they will lose because they are going to continue being a sanctuary city.
The important thing is to penalize the individuals responsible—not cities, counties, etc. They don’t care if the city is fined or loses funds, but they care very much if they are penalized personally.
In other words: They don’t care at all if someone else suffers a financial penalty, but if they do it’s quite a different matter.
