The federal government took control of several ties in the 80s and 90s, including Miami, when they said the local government was too corrupt to continue.

Aiding and abetting criminals sounds like a good enough reason to me.

No. We live in a federal republic, not a centralized autocracy. The mayor of your town is answerable to you, the people of your town. Not to your State's governor, and certainly not to the President.
