This is not true.
All absentee ballots ARE counted, in every state, regardless of how close an election is.
The reason is somewhat obvious. Down ballot races may be close when the top race on the ballot is not close.
The close election / absentees aren’t counted scenario is a myth. They all get counted. They are all in the final announced count, which may take a long time after election night.
