This is in need of documentation. I decided to search this issue and despite over 50 results all i can find are answers such as this:

So assuming those policies are in fact national in scope (as your last citation implies), the next question would be are the numbers we have today the complete, final numbers, or do results updated with absentee ballots and the like continue to dribble in until some point in the future?
