How can there be a pardon for a criminal act that hasn’t already reached a conviction? Pardon my ignorance of your laws, but in Canada a pardon implies that a conviction has already occurred.

I had the same question, but other Freepers have pointed to the example of Gerald Ford pardoning Nixon, who wasn't convicted, either.
