I’m jumping into the thread here to ask a question of any Freeper who may know:

Can a president issue a pardon to someone if no charges have been brought?

President Ford did exactly that in pardoning President Nixon.

But he can’t pardon state crimes - has to be federal crimes, international crimes, or crimes to which he was a party. All from what I have read, my understanding may of course be spotty.
