As Bill would say, it all depends on what you mean by “not being released”? If they were the 33,000 destroyed, that would be one explanation.

If that phrase refers to “OTHER” emails not in the 55,000 AND 33,000, then, BINGO, we have a conspiracy to HIDE MORE EMAILS that should have been produced or Indexed for review.
