In the grown-up world,” Mr. Comey continued, “we look at things like shredding documents, fleeing and lying. And as I have said a number of times, e-mail was the 20th century’s greatest gift to law enforcement, because it never goes away, despite what people think.” Mr. Comey said that he’s read e-mails which include lines like: I just hope the S.E.C. doesn’t find out what we’re doing here.

“When you see stuff like that, that helps you understand what goes on inside somebody’s head,” Mr. Comey said. “They also tend to have very good lawyers who are paid a lot of money.”

A top federal prosecutor in Virginia who helped track fugitive Marc Rich and engineered a crackdown on illegal gun possession in Richmond has emerged as a leading candidate to run the Manhattan U.S. attorney’s office.

James Comey, the ranking federal prosecutor in Richmond, has been suggested by the White House as a candidate for the U.S. attorney’s job here, a spokesman for Sen. Chuck Schumer confirmed.

“Based on his resume and experience, he seems to meet many of the criteria you would want in someone holding this office,” said Schumer spokesman Bradley Tusk.

The White House submitted Comey’s name to Schumer’s office last week, and Comey is scheduled to meet with Schumer on Thursday in Washington, Tusk said.

Schumer’s support is considered key because he chairs the court subcommittee of the Senate Judiciary Committee and could block a nominee for the prosecutor’s post.

New York’s other senator, Hillary Clinton, will not be involved in the selection because the new federal prosecutor will inherit an ongoing probe of pardons granted by then-President Bill Clinton to Hasidic Jews from New Square, Rockland County. The four men received the last-minute pardons after the community overwhelmingly supported Hillary Clinton’s Senate bid.
