It means throw away or trash them here.
A “dump” in computer lingo is the computer crashed, glitched, or system error that the data in memory gets put into dump file(s). No doubt Podesta did not meant this... still trash file.
To Wikileaks, a dump means to put them out for everyone to see.
I think it’s ridiculous to pretend there was no intent.
