That’s a conventional take, but it doesn’t make sense to me for a few reasons. One being that he doesn’t know what in there. As far as integrity goes, that ship has sailed.

I see those. Still doesn't change my overall (confused) impression. The notion that sticks best is that Comey is serving his vanity by presenting this "new stuff" to Congress. He so badly wants the new FBI building to be named after him.

Now that makes sense. If that's true Comey would know whats in the emails and would have grounds to re-open the investigation.
