Today, we gloss over stuff like this. We give it a cute sounding name, “meme.” But, it’s nothing more than old fashioned partisan, political lie.
The descriptor of Trump as a “short-fingered vulgarian” originated in the now-defunct Spy magazine which had its heyday in the 1980’s.

Vulgarian - a vulgar person, esp one who is rich or has pretensions to good taste
Vulgar - Of or associated with the great masses of people; common.
Trump is a man of the people who is also rich. The elitist snob who wrote the article doesn’t mean it that way, but we know words too.
I think John Kass (not Cass) is alluding to how the elites perceive Trump.
Chicago Tribune under Robert McCormick was staunchly conservative- he was, perhaps, the most outspoken public opponent of FDR’s New Deal.
Sam Zell bought the Tribune in 2007. They endorsed Bush in 2004, but endorsed Obama in ‘08 and ‘12.
Before the ‘Deplorables’ banner was adopted by pretty much the entire conservative base, the Vulgarians moniker was self adopted by the whole crew at Sundance’s Conservative Tree House.
The vulgarian stuff has been around for 35 years. BAck in the mid 80’s Spy Magazine was calling Trump, “the short-fingered vulgarian.”
