It's the former. Comey fears the wrath of a President Trump and wants to get on his good side. This all has to do with the early voting. Exit polls are being done and even though the results of them are embargoed until all polls close on Nov 8, you can bet that the results of them are leaking to the campaigns and other insiders.

If Crooked Hillary was on her way to victory, there is no chance in hell Comey would have re-opened this.

Comey is trying to stay in the FBI to preserve his security detail. No loose ends allowed. Even if hill were to win Comey knows where too many bodies are buried. Without some kind of show to justify his existence he knows Trump will demand his resignation on day one.
