My guess is this: It is well know that FBI rank and file are up in arms over this case. I believe Comey received notice from the foot soldiers of FBI that they have no choice but to go fully public with their concerns unless he re-open an HONEST case. Clearly, WE ALL KNOW that she bleached the server because it was a open/shut case if anyone got a hold of it.

Comey between rock and hard place. Took this move in hopes of getting out of it.

Comey did not have to send Congress anything. Certainly he did not have to do it now. He knows that if his new investigation is not materially different, he will be removed. If he is either honest or scared or self-serving, he would only send a letter to a republican congressman if he has something that would topple a president.
