He would argue strenuously that he is telling the truth, because the conversation started with "If he loses such ans so state it is over," and his later remark is "nobody is saying it is over at this moment."
He relies on the dictionary definition of lying, which is knowingly telling a falsehood. He misses the common use of liar, which includes people who deliberately mislead. I don;pt think there is a word in common usage to distinguish between a dictionary definition liar, and a person who intends you to be mislead, but carefully doesn't use literally false statements.
And yes, he has no respect at all for his audience. He in fact does believe they are stupid - and he could darn well be right, you have to be stupid to take CNN as informative.
