Images of child pornography are not protected under First Amendment rights, and are illegal contraband under federal law. Section 2256 of Title 18, United States Code, defines child pornography as any visual depiction of sexually explicit conduct involving a minor (someone under 18 years of age). Visual depictions include photographs, videos, digital or computer generated images indistinguishable from an actual minor, and images created, adapted, or modified, but appear to depict an identifiable, actual minor. Undeveloped film, undeveloped videotape, and electronically stored data that can be converted into a visual image of child pornography are also deemed illegal visual depictions under federal law.
Notably, the legal definition of sexually explicit conduct does not require that an image depict a child engaging in sexual activity. A picture of a naked child may constitute illegal child pornography if it is sufficiently sexually suggestive. Additionally, the age of consent for sexual activity in a given state is irrelevant; any depiction of a minor under 18 years of age engaging in sexually explicit conduct is illegal.

So help me out on this..... how can this go viral? If this involves a 13 year old girl, this is child porn... so it's illegal for this to be owned in the public domain period. Similarly this is illegal to be in the hands of a private citizen. As soon as this is put in the hands of any party (by whatever means, don't they have to immediately have to turn it over to law enforcement?
That is the $64K Question. Even if posted outside the US, any site that displays same will be shut down. Anyone watching same “could be arrested”. If you download and/or forward you will definetly be arrested. You can’t send it to Law Enforcement. That is illegal distribution. You can notify them but can’t send the actual image(s). Thus Hillary has another foolproof defense. The entity with the tape would have to send it from outside the US to someone else “outside the US” who could verify. If this exists they are having problems releasing same. Probably best to send it to many higher ups in countries with no laws about this. Someone will eventually forward it. My guess is they will do just that and let someone take the fall for when it becomes public. Hillary knows the tape exists. The entire matter is making her squirm. Just what sge deserves.
