Whose bright idea it was to use TV propagandists, (er, excuse me... "journalists") to act as debate moderators in the first place?

Seems to me the ideal choice would be a sitting judge who has a history of impartiality. They know how to ask questions of each side. They know how to keep order. They leave the final decision up to the jury (voters).
