Don Baer intervention:

Donald M. Baer was a psychologist who contributed to the applied behavior analysis movement and pioneered the development of behavior analysis at two separate institutions.

Dr. Baer was soon offered a faculty position at the University of Kansas where he remained until his death on April 28, 2002.

One of his most interesting articles is titled “Generalization and maintenance of question-asking by severely retarded individuals”. This article states the importance of establishing question asking strategies with developmentally challenged.

Donald Baer died suddenly of heart
failure at home in Lawrence, Kansas,
on Sunday, April 28, 2002, just 2
weeks following a symposium in celebration
of his career by over 100 of
his students, colleagues, and family.
Sadly, he died just 5 weeks before he
was to have retired from the University
of Kansas.’

Different Don Baer. I believe the one in question was a white house employee and speech writer.
