It looks like a default date when no valid date is available. Note that the times are all 1:01 as well.

All files were likely hit with a Unix “touch” command to obscure the original date timestamp. That helps reduce possibility of tracking back to a source computer to protect whoever dumped the data.
My guess is he used the “touch” command to set the date on files to potentially obscure the date the file may have had when it was last modified. The actual date could help authorities determine who could have had access to the file at that particular time.
Like the movie where the Government controlled and lied to the people. Charlton Heston was the star - “stalag(sp?) green” was the food - made of dead citizens.
