It would be illegal/un-Constitutional - she would have to kill a lot of the People to enforce it and drop all facade of not being a tyrant that needs to be overthrown for the sake of Freedom.
She would have no problem and lose no sleep over giving the order to massacre a few million to "put them in their place....
