The article is very sensationalist. The order to bring relative home is not about imminent war. It is an attempt to enforce the policy that was in Russia for several years that meant to insulate Russian officials from getting influenced by sanctions, by making sure that they don’t have assets (and relatives) in the west that can be targeted by sanctions and (potentially) being manipulated by the foreign governments.
