The world knows more about nukes than it did in the Cold War. Land missiles are also only a third of the picture — 2/3 is something more than a “hope.” Russia knows MAD is still MAD.
MAD only works if you are willing to use it, plus half of our Sub missile boats are decommissioned and what Bomber force...handful of aging B-52’s and B-1’s so the triad is broken.
