‘Infrastructure bank’ sounds like an attempt to strip state and local governments of their ability to finance public works independent of the federal government.
That’s what I thought too. Feds setting up their own banks to better control grants. This way they have say over who get the infrastructure contracts. It’s Mafia-esque.
