Syria is a Sovereign Nation. The United States of America is a sovereign Nation. When a Sovereign Nation uses military force against another Sovereign Nation, that is regardless of how it is phrased, an act of war. And according to the Constitution of the United States of America, only Congress can declare war.

If we use our air power to attack the armed forces of Syria on that state’s sovereign soil without a declaration of war and without that nation having committed an act of war against us, what we are doing is no different than what the Japanese did on the morning of December 7, 1941.
