Yes, that’s where they come from now.

Even the Indians aren’t allowed to sell cigarettes through the mail. They had to repackage them as cigars, brown paper wrappings, etc.

Sure, somewhat. But Indian reservation cigs aren't as big a part of the market in California like they are in NY state.
