Historically, mets said to add forward speed. If this has changed in the decade since we have had a major hurricane, then I missed the update. Would appreciate if you can confirm current practice.
Second...minor point...on a Synoptic low pressure system...face the wind and center circulation is over your right shoulder. So at 3 oclock on a storm moving due north,wind out of the SE. The wind closer to 4 oclock would be moving due north.
For a circular storm, I like the clock analogy. You could draw up a diagram and post it because this question comes up occasionally.

I’ll add forward speed. The Mets know the coding in the dropsondes. I can’t verify much these days. Outside of new radar processing, all my links are ten years old and don’t work anymore!
