Well the Haiti Government itself dips their hands in the till too...so it’s a no win for Haiti....also the people there are so accustomed to “agencies†doing it all for them they seldom have the initiative themselves.
I recall the International Relief people saying after their earth quake that many of the locals did not pitch in as is seen in other countries when disaster hits and why their recovery takes so long.
