I know for a fact there are thousands of young ladies ‘working’ off the books in NYC as sugar babies. There are sites devoted to it. As long as they are making more money as "sugar babies" than they would as welfare moms, they will avoid getting pregnant and thus keep the welfare rolls lower.

That’s a very practical way of looking at it and I’m sure many of them view it in just that way. It’s better than graduating with a six figure student loan amount.
