Who cares? The US can ignore it. Congress must approve treaties, not a unilateral decision by Obama, Trump can just treat it as another Executive Order and cancel it.
Doesn’t even need canceling. Was never US law in the first place. Temp could still hold a press conference and publicly state that it means so little it doesn’t even require cancelation. Best of both worlds.
