Interesting - the USA receives aid from Brazil and Venezuela. I seriously doubt that could happen these days, especially given the dire situation in Venezuela. And a significant part of Brazil, at least their Olympic areas, are heavily-contaminated.
A bomb shelter is not a long term solution. Decades of high background radiation will reduce human population. Cities with coal fired electrical plants will keep civilization alive while the rest of the US dies of hunger and exposure. best to be someplace out of harms reach rather than invest in a bomb shelter. The top 100 cities are targets as are the military installations. There are places to go.
